The Parents and Children Together (PACT) contract, awarded to Mathematica Policy Research, Inc., is a formative evaluation project which aims to document and provide initial assessment of selected Responsible Fatherhood and Healthy Marriage grant programs.

The project employs multiple evaluation strategies – including impact, implementation, and qualitative approaches – to describe and evaluate the grant programs.  The impact evaluation will utilize a random assignment evaluation design to assess the effectiveness of the selected programs on a range of outcomes, including improving couple relationships, parenting, economic stability, and adult and child well-being. The implementation evaluation will detail grantee activities – how they are implemented, their participants, the contexts in which they are operated, and their operating practices. The qualitative evaluation will obtain data on the factors that influence the experiences, choices, and behavior of fathers or couples who are served by RFHM grantees, including their experiences with the programs themselves.
